The Benin Electricity Community (CEB) is an international public-law body common to Benin and Togo. It was established by the agreement of 27 July 1968 on the Benin-Togo Electricity Code. Its headquarters are in Lomé, Togo.
Since January 2019, the CEB has acted as manager of the transmission network. It also continues to operate the Nangbéto generation facilities and two gas turbines installed in the two countries. The two states directly import their supplementary electricity requirements.
The Nangbéto power plant, on the Mono River, is among the shared energy infrastructure. Its rehabilitation was officially recommissioned on 12 December 2025. German financing announced in October 2026 includes support for a regional project with a solar component at the site.
