Mozambique’s parliament approved on Saturday, 24 October, in Maputo a revision of the 2026 budget adding 3.57 billion meticais in gas revenue carried over from 2025. These funds are to finance public investment, including a parliamentary city project contested by the Budget Monitoring Forum.
The Budget Monitoring Forum had called for the withdrawal of the 500 million meticais planned for the parliamentary city, judging the expense insufficiently justified given social needs. According to the organisation, health and education together receive 600 million meticais in the budget supplement.
Of the added funds, 1.2 billion meticais is to finance the repair of roads and bridges, nearly 1.175 billion the reconstruction after the floods of 2026, and 700 million the restoration of infrastructure hit by post-election violence. The parliamentary city in Mocuba receives 500 million.
Finance Minister Carla Louveira said the adjustment would be entirely covered by additional domestic resources, with no new borrowing. The Frelimo parliamentary group confirmed its favourable vote both on the general principle and in the final vote.
The revision raises public spending to 524.2 billion meticais and the investment budget to 104.4 billion.
The Forum also noted that only 19.1% of public investment had been executed in the first half of 2026 and warned that the new allocations must be committed before the end of the financial year.
