Senegal's ministry responsible for digital affairs and Visa announced on 30 October a two-year cooperation framework on digital payments. The protocol provides in particular for studying payments from individuals to the state and public transfers to citizens, in order to ease their interactions with public services.

The statement issued by APO Group on behalf of Visa also provides for exchanges on cybersecurity, financial innovation and regulatory issues. The partners are at the stage of identifying the uses to be developed and the possibilities for collaboration.

This cooperation falls under the New Technology Deal, launched on 24 February 2025. At the Council of Ministers on 17 June 2026, President Bassirou Diomaye Faye had called for an assessment of digital programmes and reforms, stressing internet access and data security.

Separately, the government had announced in June a pilot project to digitise the payment system for family security grants. Its launch was then planned before the end of 2026.
